Instructions for Use

I. General Provisions:

A. The present rules are developed according to, ?The Law of the RT Concerning Libraries and Library Business," and, ?The Charter of the National Library of the RT.¦

B. The National Library of the RT is the main state national book-depository of the RT. It holds Russian and foreign periodicals. It is a multi-purpose library-information and research establishment and it is a center for cultural, bibliographic, and methodical information. The library focuses particularly on collecting and studying objects valuable to the cultural heritage of the people of the Republic of Tatarstan. The collection is of historical value and the library preserves those documents, which are the cultural and scientific property of future generations of the Republic.

C. The library carries out social, cultural, educational and scientific research functions. The primary goals of the Library are determined by its charter and are consistent with the universal information needs of the society, based on the principles of the general interests of all people of the Republic of Tatarstan.

II. User-s Rights:

A. The library realizes the right for all citizens to become familiar with the values of science, culture and formation. The basic users of the library are the adult citizens of the Republic of Tatarstan and those living in its territory.

B. Citizens have the right to become users of the library after presenting a basic document proving their identity. Minors up to 16 years of age can present a basic document proving the identity of their lawful representatives. Citizens of Russia, the Republic of Tatarstan, foreign citizens, and non-citizens who offer considerable aid to the library, may be awarded access as an, "honorable reader of NLRT.¦

C. Users have the right to a free choice of choosing a department of the library according to their information needs. They also have the right to library service in the two state languages of the Republic of Tatarstan.

D. Users of Library have the right;

  • To receive full information concerning the structure of the library collections through a system of catalogues and other forms of library classification;
  • To receive advisory help in their search and choice of sources for information;
  • To use the automated databases, including access to the Internet according to rules of access to databases for readers of NLRT on the Internet;
  • To receive in a timely manner, use of any document from the library collection, according to the instructions for the use of the library;
  • To use the interlibrary subscription to obtain documents from other libraries;
  • To reserve non-rare documents for a certain term in a department (except for documents obtained from any enterprise activity);
  • To use special equipment for reading documents on microfilm and for listening and viewing audio-visual documents;
  • To take part in community projects organized by the workers of the library;
  • To receive other kinds of services, including paid services that are listed in the regulations concerning paid services of the national library;
  • To have a say in the public opinions taken into consideration by the library and to take part in the report of the library concerning the users of the NLRT for the year.

E. Veterans given awards, invalids and participants of The Great Domestic War, and honorable readers of the NL, have the right to extraordinary service. Books can be delivered and exchanged from home for invalids by workers of the library.

III. Duties of Users:

A. Users are obliged to observe the instructions for use of the National Library of the RT. Users who disregard the instructions for use and cause any damage to library property may be forced to compensate in the manner established by the given rules. They also may be subject to other responsibilities as stipulated by the legislation.

B. Users are obliged to take responsibility for the care of documents received from the library. They are expected to return them on time. They are trusted to not take them from reading rooms, the information-bibliographic department, department of manuscripts and rare books, or the showroom, Please do not mark in the materials you borrow or underline any passages. Do not pull out or bend pages. Also, please do not take out the catalogue card.

C. Upon receiving documents, the user should look carefully in them to detect any defects and inform a librarian, who will make a note of any marks.

D. Users who lose documents from the library collection or cause irreplaceable damage to them, are obliged to replace their them with an identical item or provide an equivalent that is recognized by the library. If replacement is impossible, it will be necessary to compensate the loss with an amount not less than five times the original amount.

E. Loss or irreplaceable damage to library property caused by a minor becomes the responsibility of their parents, protutors, trustees, or the educational institution, or medical establishments under whom the minor is supervised.

F. Infringement of these rules by a library user may cause the loss of physical and legal rights to use the library for the term established by the administration. This term may be no less than three months in duration.

G. Users are obliged to guard their library ticket and to not loan it to any other person. If a library ticket is lost, the user is obliged to declare it in the division of accounts and control. Users who lost a library ticket within the last five years, and also users who did not declare it missing, are given a penalty in an amount established by the administration.

H. Annually, from the date of January 1st, users are asked to re-register their library ticket by presenting their passport and informing the library of any changes of address for their place of study, work or residence. Users who do not re-register will not be served. All outstanding debts must be paid for eligibility to re-register.

I. Users are asked to observe order and silence in the library, to follow all regulations, and to show their library ticket upon the demand of a librarian.

J. Users are asked to be careful with equipment, to maintain the integrity of the equipment and to not damage the software.

IV. Rights of the Library:

A. The library independently:

  • Defines the maintenance and divisions of professional work according to the purposes and concerns specified in its Charter;
  • Carries out the economic activities within the limits determined by the legislation working in the territory of the RT and the charter;
  • Defines the sources of acquisition of the library collection.

B. The library has the right:

  • To define, according to legislation, the nature and the amount of indemnification of damage caused by users;
  • To define the sum of a pledge consisting of grants of rare and valuable editions, and also in other cases;
  • To withdraw documents or employ items from the collection, except for documents consisting of cultural and historical value. This is according to the rule of exception granted for documents on the basis of working normative legal certificates;
  • To carry out enterprise activity, with a view of expanding the list of services offered to users and the social-creative development of the library, under the condition it does not render damage to its primary purpose;
  • To define the conditions of granting contractual services with legal and physical persons;
  • To be united in the order established by the legislation concerning associations (unions);
  • To carry out cooperative endeavors with libraries and other establishments of foreign countries, to conduct the international book-exchange, to join international organizations, and to participate in the growth of the international library community and other programs;
  • To make other actions which are not in contradiction with legislation.

V. Duties of the Library Concerning Service to Users:

A. The library provides:

  • Rights for citizens to gain easy access to information;
  • Reflection on the moral and ideological implications of activities concerning society;
  • Protection of the library-s collection, especially that of most value, documents of the study of localvlore and documents in the state languages of the Rр and other languages of the people of the Rр as being national and cultural property;
  • Mode of storage and use of documents;
  • Conducting statistical reporting;
  • Granting users information about the formation of the collection and access to the library collection.

B. The library reports about its activity

C. The library uses data about users and their information needs only for the scientific purposes and organization of library services.

VI.Rules for Obtaining Library Membership:

A. Library users must show their passport, a 3x4 photo, and also one of the following additional documents in the Accounts and Control Department:

  • Students: A student certificate;
  • Pensioners: A Pensioner certificate;
  • Business Travelers: A traveling certificate;

B. Users are asked to fill out a registration card in which the necessary data for registration of a library ticket is included. The permanent or temporary library ticket, or single-use ticket is then provided. The permanent library ticket is given out to people who have a permanent registration in Kazan and daytime students training at an educational institution who are registered for their period of study. The temporary library ticket is given out to all interested persons, including nonresidents, for the term of up to the end of the current year. The single-use ticket is given out for a person visiting any of the reading rooms in the buildings of the library after documentation proving their identity is provided. Upon completion of their work in the library, the single-use ticket is returned to the Control Department. The Control Ticket is received upon entering the library and is the basic document giving the person the right to use the library-s services.

C. Minors may obtain a library membership after presenting the passport of their parent or legal guardian.

D. At the record department the user should familiarize themselves with the instructions for using the library. That the instructions are understood is confirmed by the user-s signature on the registration card, the reader's data card and their library ticket.

VII. Instructions for Use of Reading Rooms:

A. Users have the right to visit reading rooms in the following departments: The Department of Service (Division of Technical and Agricultural Literature, Division of Literature of the Humanities, Division of Legal and Economic Literature), Information-Bibliograpic, Patents, Periodicals, Arts, Literature in Foreign Languages, Tatar Study of Local Lore in Literature, Scientific-Methodology, Department of Manuscripts and Rare Books.

B. To receive literature, the user makes out an order using the required forms using a sample with instructions for finding the code and bibliographic information required for the documents. Delivery of the literature from the departments is provided from 9 am till 7:30 pm on weekdays and from 9 am till 5 pm on Saturday and Sunday. Delivery of literature from paid subscriptions is provided from 9 am till 7 pm on weekday and from 9 am till 5 pm on Saturday and Sunday.

C. In the case of an absence of documents in subsidiary collections, users have the right to order them from the book-depository of the library. Reception of such orders from users is provided from 9 am till 7 pm on weekdays and from 9 am till 5 pm on Saturday and Sunday.

D. For directly accessing documents in reading rooms, users show a library ticket and their control paper ticket. The quantity of documents given out simultaneously to one user is limited to five editions and one compact disc or videocassette.

E. Documents ordered from the book-depository remain in reading rooms for the term necessary for the user, but no more than four days from the date of submission of their request ticket. After the specified term, documents are returned to the book-depository. It is possible to request to prolong the term of use of documents in a department of service by calling by telephone to: 38-70-48 or 38-79-00.

F. Documents received under order in the Information-Bibliographic Department, the Department of Manuscripts and Rare Books, and also in the showroom, are possible to view only in the reading rooms of the given department or showroom.

G. Upon receiving documents simultaneously in two departments of the library, users should show, besides a library ticket, their passport or other official document.

H. Use of documents (especially valuable editions, manuscripts, pre-revolutionary newspapers, etc.) in the Department of Manuscripts and Rare Books is authorized only under the petition of the establishment for which the user works, addressed to the director of the library with the description of the theme and chronological borders of the research. In case of significant value, decay, or deterioration of a manuscript or rare book, availability to users may be limited.

I. Users may bring documents that are not available in the library into the reading rooms only with the sanction of the librarian.

VIII. Instructions for Using the Subscription Service of the Department of Tatar Studies and Local-Lore Literature:

A. Users who have a permanent registration in Kazan may receive documents from the subscription department of Tatar Studies and Local-Lore Literature delivered to Teatralnaya street, 5.

B. To order and receive documents users must show a library ticket. Upon receiving documents users sign the data card for each document. When documents are returned the librarian signs the receipt.

C. The data card certifies the date of delivery of any documents to a user and also their return to library.

D. The quantity of documents given out to users is limited to 5 copies, for science officers to 10 copies. Term of usage is limited to 15 days. If necessary, the term can be prolonged, if other users are not on a waiting list for the document. Request for an extended term can be made by telephone: 64-28-76.

E. Users who do not return documents in time lose the right of visiting the library for the term of the delay. For each late day a fine is collected at a rate of 1 % of the cost of each document from the time of registration. The user is obliged to compensate for any postage at a rate listed on the card sent for a reminder of any debts.

IX. Rules of Delivery of Literature in the Inter-Library Subscription Department:

A. The library gives the right to use the collection of the interlibrary subscription department to citizens of the Rр, the Russian Federation and the countries of the CIS. Subscribers of libraries of the system of the Ministry of Culture of the Rр, systems of the Ministry of Education of the RT, and the system of the Ministry of General and Vocational Training of the Russian Federation are served free-of-charge. Subscribers of libraries of other systems and departments are served on a paid basis.

B. Books that are available from the library collection are offered for borrowing. In the case of the absence of a required document, the order is sent to another library. Editions not available for delivery in the interlibrary subscription department are: single-copy editions; editions of high demand; art editions; reference media; newspapers and magazines for the current year.

C. Non-resident users are sent only paid copies of editions. Editions from the Department of Manuscripts and Rare Books also can be received in the form of paid copies of separate fragments of documents.

D. Time documents which may be borrowed through the interlibrary subscription department are: books - 30 days, newspapers and magazines - 15 days, microfilm - 45 days.

E. Days needed to process requests: One day; if there is necessary bibliographic work involved: 3 to 5 days.

F. The user bears liability for the safety of the documents received from the interlibrary subscription department.

X. Procedure of Borrowing:

A. A document giving the right of use for reading rooms, departments of the library and input to administration, is a permanent or temporary library ticket, the single-use ticket shown to librarians in the Department of Control, and the control paper ticket.

B. For an organized group visiting the Department of Accounts and Control, the single-use ticket with information about the size of the group is used. An employee of the library accompanies groups. Passage through the library by unorganized groups prevents comfortable service to users and is not authorized.

C. Anyone may use the library after presenting corresponding certificates, including officials of state authorities and management of the Rр, the Russian Federation and subjects of the Russian Federation to whom this right is given by the legislation.

D. Under special conditions visitors of the library connected to industrial necessity are authorized entrance. Oral orders, a note or other documents are not basis for extraneous persons to pass through the department of control. A special pass must be given in such cases.

E. Upon termination of work in the library, the user is obliged to hand over the control paper ticket with a mark to show documents have been returned to a librarian in the control department. Users are asked to hand over documents in the department and to not carry them past the department of control.

F. It is forbidden to enter into reading rooms wearing outer clothing, with portfolios, bags that are more than 20У15 cm, folders, or opaque packages.

G. Valuables, hats and bags smaller than 20У15 cm, are not accepted at the coat check. The library is not responsible for the safety of valuables and clothes left in the Information-Bibliographic Department, Department of Tatar Studies and Local-Lore Literature, or the Department of Arts.

H. Without the permission of the administration, it is forbidden to take photographs or shoot video footage in the library.

I. Persons in a state of intoxication from alcohol or narcotics are not allowed in the library and will not be served.

J. It is forbidden to smoke in the library.

K. The operating hours of the Library:

  • During the winter: 9:00 till 20:00 Weekdays, on Saturday and Sunday: 9:00 till 18:00; Closed on Friday
  • During the summer: 9:00 till 18:00 Weekdays; Closed Saturday and Sunday. Holiday: last Wednesday of the month.

Regulations about Passports for the Citizen of the Russian Federation: A passport for the citizen of the Russian Federation is the basic document proving the identity of the citizen of the Russian Federation.
