The centre of the legal information for pensioners

One of main aims of the Center of the legal information’s work is rendering free socially-legal aid to pensioners and other socially not protected groups of the population (to invalids, needy), with use of printing and electronic information-legal resources.

The centre of the legal information has been opened on June, 4th, 1999 at the information-bibliographic department of the National library of the Republic of Tatarstan with the assistance of the Center of the governmental communication of the Russian Federation at the Republic of Tatarstan (Federal agency for government communication and information).

According to the Order of the Ministry of the Republic of Tatarstan from July, 9th, 2004 N981-p. it has been transformed to the Republican public centre of the legal information.

The centre renders the qualified help in search of the legal information and training the skills of work with given database. They are "Bank of legal documents" and "Official periodicals of the legal information», legal-reference system "The Consultant Plus", "Guarantor", Information legal system "Codex".

Besides, experts of the Center can offer typical forms of legal documents – forms, contracts, writs.

The legal information is extremely important for pensioners. The quantity of their references to legal bases tells that constantly varying legislation on social problems puts them before necessity to trace the standard-legal documents on their own, which accepted at the field of the pension legislation concerning social protection: fixing and payments of grants, pensions and privileges.

The basic inquiries of pensioners are pension legislation, indemnifications of various character, the documents of federal and local value establishing privileges on payment of habitation, services, fare etc.

Especially a lot of inquiries concern sphere of public utilities: municipal payments, privileges, a charge order, ways of struggle with management companies at their unfair discharge of duties. For example, such inquiry of the pensioner:

The mechanic has incorrectly put water counters therefore the apartment of neighbors on a ground floor has been filled in. The pensioner has achieved avowal of guilt of a house management and has repaired a damage of neighbors.

Among themes of inquiries of elderly visitors of the Center it is possible to note the privileges for participants of war on maintenance with habitation and privatization. The participant of war was refused apartment privatization (the work hostel, all other apartments have already been privatized by tenants). By means of employees he has understood the legislation, has found acknowledgement of legality of the requirements and has addressed to the court.

Money on deposit. The pensioner has translated the monetary contribution from rouble to the foreign currency. And he has lost money because of inattentive perusal of the contract and unremunerative rate of exchange. At the Republican public centre of the legal information he has received phones of a free legal aid and has addressed there.

Thus, it is possible to notice that many pensioners and visitors of the Center belonging to socially not protected groups could not only find necessary documents, receive the necessary explanations and the help in drawing up the legal documents, but also to protect the rights in different instances and court.
